Port Security
In recent years, the world has been confronted with more acts
of terror than ever before. Attacks on Western targets have increased
people’s awareness of how real the threat is and that the
danger can get very close. As a result, counter-terrorism measures
have become more stringent throughout the world. In the maritime
sector too. Security regulations and directives for ships and terminals
have been formulated. These are set out in the International Ship
and Port Facility Security Code, the ISPS Code. From 1 July 2004
ships have to report safety information at least 24 hours before
visiting the port to the Port Security Officer (PSO). The harbour
master of Groningen Seaports is the PSO for the ports of Delfzijl
and Eemshaven.
Ship Sanitation Certificate
Applications for Ship
Sanitation Certificates should be made to the GGD effective
15 June 2008. This certificate replaces the Deratting Certificate
and has been a compulsory requirement on board ships since 15 June
2007. It was introduced to prevent the worldwide spread of infectious
diseases. Inspections are conducted on the basis of requirements
laid down by the World Health Organization (WHO) and as incorporated
under Dutch Law into the Public Health Act.
Note:
Because of diversions in the process of implementation, the new
regulations some delays were encountered. To avoid delays or discomforts
for shipping Groningen Seaports will, if requested, issue an “Extension
of the Ship Sanitation Control Exemption Certificate” (ESSCEC).
Because of this certificate the old certificate which is onboard
can be prolonged by one month.

Loodswezen district North
The Noord region provides around 1700 pilot services every year
on the Eems. These are for the ports of Delfzijl and Eemshaven.
Around 700 services are also provided for the Harlingen area. Vessels
are continuously piloted, 24 hours a day, under all kinds of conditions.
The pilots are transferred to and from ship from Eemshaven and Terschelling
with pilot tenders. The coordination centre in Delfzijl is responsible
for the coordination and planning of these activities.

Harbour dues
The Groningen Seaports harbour dues are mentioned in the booklet
Tariffs 2008. All kinds of tariffs and dues like harbour dues for
sea-going vessels, harbour dues for inland vessels, berth dues,
harbour towage, mooring and unmooring, pilotage and VTS dues, and
deliveries and services by port authority are reported in Tariffs
2008 and can be required by contacting Mrs. Marjolein

Unique rate system
In its ports, Groningen Seaports utilizes a unique rate system:
ships pay only per tonne of transhipped goods, and not – like in
other ports - on basis of the gross tonnage of a ship. This makes
both ports highly competitive in terms of rates. Moreover, there
are hardly any delays in the ports.
Prices of industrial sites
The land prices of the industrial sites around the Groningen Seaports
are sharp, while lots of land can be both leased and bought. For
