ISPS / Port Security
The ‘International Ship and Port Facility Security’ (ISPS) code has been in force since 2004. The purpose of this legislation is to create a global standard for security in the maritime sector. It is achieved by imposing standards on the security measures that have to be provided by vessels and port facilities. In the Netherlands, the obligation to implement ISPS is set out in the Port Security Act. The details of the security measures are prescribed by EU Regulation 725/2004.

The quays in the Groningen Seaports management area where seagoing vessels arrive regularly, are closed in accordance with ISPS regulations. This means they are not freely accessible. In cooperation with the companies on site, a pass system has been chosen for access by employees and suppliers. With this system, we always know which people are in the port area. It ensures compliance with the requirements for entry and exit checks.

What about vessels that do not have to comply with the ISPS?
Fishing vessels and inland vessels are exempt from the ISPS. However, if these vessels have a berth at a quay that is subject to the ISPS, they come under the applicable ISPS plan of the facility in question. This means that anyone who arrives or leaves through the gate, has to report to the Port Facility Security Officer of the facility in question.
